Mr. Chu has been appointed as the Director, Hong Kong Economic and Trade Affairs, Guangdong since 11 July, 2011.

He joined the Hong Kong Government as Assistant Trade Officer in 1979 and joined the Administrative Service in 1997. He had served in various government departments and policy bureaux of the Government Secretariat, including the former Trade Department, Security Bureau and the Transport and Housing Bureau. Before the current posting, he was the Deputy Secretary for Transport and Housing (Transport).

Mr. Chu graduated from the University of Manitoba (Canada) with a Bachelor of Commerce Degree. He had also received training at the National Academy of Governance, Tsinghua University and INSEAD. He is married with 2 children.
